breweries that wanted to sell as much sake as possible would dilute it with water before selling it to liquor stores, and the liquor stores would dilute it even more when selling it to consumers.

The sake that was delivered to consumers was so diluted with water that goldfish could swim in it, and so it was derisively called "goldfish sake."

However, even in those days, Imayo Tsukasa Sake Brewery shipped its sake undiluted, which is said to have made liquor stores very happy.
